Call your local dental society or visit their website. You should be able to get the names of dental clinics and dental school clinics that provide free or sliding scale care. The dental society should be named after the state, city or county it is in.
I had my wisdom teeth pulled at a non-profit medical center. Check the phone book to see if there is one in your area. The dentist can assist in extractions, fillings, general cleaning but will refuse to do crowns.
You can go to dental schools who often are in need of patients. You pay basically for the costs of supplies and lab fees. You might have to wait and the appointments generally take a long time because the instructors have to check and recheck, etc. It is a great option. There are also schools of Dental Hygiene where you can get general cleanings, "deep" cleanings also known as Root Planing, xrays, sealants, etc. Often these are part of community colleges and may be more accessible to some people.
If you live near a dental school, that might be one way to get lower prices. I know in Virginia, there is a dental school in Richmond where folks can get lower priced dental services.
